Is this still a relevant concept? If not, why? and could you suggest alternatives?
Suggests people who are being marginalised have no agency, but this is a key concept to the SDGs so ok to use in an SDG context
I see how it can be problematic to suggest that people have no agency, but on the other side there are obviously some who have less power than others who may be left behind if nobody cares. So I don't really have a problem with this expression, but I will look forward to discuss it with other who may see it differently
