1. CONCEPT NOTE TEMPLATE


This concept note template proposes a framework for a workshop for international NGOs to use to take stock on their organisational approaches to localisation and partnerships. It delineates the objectives, intended outcomes, and methodology of such workshop, which can be copied or used as inspiration

The main question of this workshop is “how do we move resources, capacities and decision-making power as close to the people and local partners that we want to help - and what does that mean for our ways of working”. 


The workshop consists of three group work sessions:

1. Moving resources to local level: What are the best ways for international NGOs to move more leadership, power, influence, and resources into local community action? Resources may include both financial resources, technical resources, and organisational resources. The session will provide practical examples of the barriers and opportunities channelling more resources to the local levels.   

2. Supporting local capacity strengthening: How can we strengthen institutional and organisational development among our local partners and bring their capacities and knowledge in play effectively?. The session includes good practices on governance models where partners take/influence on organisational decisions at country level.  

3. Partnership approach: What changes in mindset and organisational structure should international NGOs undertake to support localisation and local organisations? This section brings local-to-global inputs how to take a transformational process within your own organisation to respect, recognise, and invest in local and national humanitarian capacity and leadership.

2. EXAMPLES OF FACILITATION GUIDES


This part illustrates examples of how to facilitate the group work sessions. The facilitation guides are taken from DanChurchAid's workshop on localisation and partnership approaches, and serves as inspiration.


1. Example of a facilitation guide on the group work session on supporting local capacity strengthening

This group work session is concerned with questions related to how international NGOs best empower civil society organisations to lead humanitarian response, advocacy and local development? And what capacities are needed and prioritised by local partners? The session focuses on how to engage in dialogue and trust building, to enable collective capacities and knowledge to be brought into play effectively.

2. Example of a facilitation guide on the group work session on partnership approach

This group work session is concerned with the question of what changes in personal mindset, attitudes and behaviour, and structure should international NGOs undergo to be at the full potential support localisation and local organisations better? The session focuses on local-to-global insights on what needs to be done to create transformational change within international NGOs in order to respect, recognise, and invest in local and national humanitarian capacity and leadership.

3. OUTPUT EXAMPLE


Workshops are crucial for internal organisational learning, and the knowledge generated within these should be used in one way or another. 

An example of a workshop output on organisational approaches to localisation and partnerships, is DanChurchAid's Local Leadership Strategy (2021-2026). This strategy provides a view to further align and guide the organisation through a collective approach to strengthen local leadership.
