Using participatory approaches1, the tool helps to identify potential safeguarding risks and risk mitigation strategies to ensure all activities are safe and inclusive. Safe programming is not about mitigating all risks, all actions have risks and attempting to mitigate all risks may mean the programme will not go ahead. This is
particularly important when working with
children with disabilities as there may
be more risks and therefore, if we are
attempting to mitigate all risks there is a
greater chance that the activity will not go
ahead resulting in even less provision for
children with disabilities. However, it is
essential we identify, monitor, and build into
our programme design risks that children
with disabilities may experience as a result
