The desired change will facilitate Young children in Mykolayiv to study in safe conditions despite the ongoing war in Ukraine.

Precondition 1: Local education authorities are collaborating with parents and civil society organizations to restore access to preschool education in Mykolayiv.

Precondition 2: Parents of children aged 0-6 years are involved to confirm and localize the need for education.

Precondition 3 : City administration's various  specialists are involved to identify three target kindergartens to include in the project.

Thank you for sharing this. It makes perfectly sense.
I am a bit in doubt if you understand the 3 preconditions as a pathway in a logical chain or as three sidelined preconditions, which each is likely to have some more preconditions under it.
