As I understand your preconditions, the first one you write is the one I would put at the bottom of the pathway. Climate change awareness is a pre-condition for that communities are open for capacity building, and increased capacity is a pre-condition for that communities engage, etc.
Remember that a pre-condition is the description of a positive situation. So, the pre-condition is not awareness increased or capacity increased, but "communities are aware" and "capacity exist", then your activities will be needed to bring this change (create awareness, build capacity, etc).
