CHARACTERISTICS

Right holders:

·        Motorcyclists

·        Motorcycle passengers

·        They are the ones who use motorcycles, even drivers and passengers.

·        They are the ones who need to change their behavior since their perception is that the law does not require motorcycle passengers, and they seem not to be highly involved in road crashes as drivers.

Duty bearers:

·        Ministry of Public Work and Transportation (MoPWT)

·        National Social Security Fund (NSSF)

·        Ministry of Interior (MoI)

·        Factory Management

·        Trade Unions (TUs)

·        Brands/Buyers

·        The MoPWT is the right institute to release the rule for all motorcyclists who need to wear helmets.

·        The NSSF is the institute that works directly with workers. So they can push workers to respect the law.

·        MoI is the enforcement institute, so it may be the main character in compiling the law on motorcycle passengers.

·        Factory management is the power one in their factory to do the awareness and enforcement to motorcyclists who do not wear the helmet.

·        Tus is the representative of workers, so any interventions or actions they may participate or decide on behalf of workers. Moreover, they also can do the awareness.

·        Brands/Buyers, they have power to determine for any law compliance for workers’ safety before they order the productions.

Other relevant actors:

·        Civil Society

·        Community members

·        Civil Society is a partner to encourage and motivate employee and employer to anticipate for improvement on safety and healthy.

·        Community members are the group to aware their people to obey the law and advocate for any change.
