When describing their characteristics, you may come up with more details and other then what their influence and interest in the situation are. At this stage you are just describing them. It is the next step (the matrix) to analyse their interest and influence.
I wonder what stake the community at large has in the situation, and if they have a stake, if you should move them to right holders. The same counts for women groups and special groups.
