Rights-holders:
Marginalized Youth: They work in agriculture and they are highly affected by the consequences of climate change and deforestation.
Youth are usually marginalized in relation to decision-making and public engagement due to social and cultural norms that privilege the experience of elderly representatives.
This marginalization from decision-making turns into a widespread economic vulnerability, where young people are forced to take part in practices like deforestation to make a living and sustain their households economically.
Women: They carry the responsibility of the household concerning taking care of kids and providing food for the family. This important role nevertheless is not mirrored in their representation within decision-making arenas. Women are usually left out of decision-making and have to suffer the consequences of someone taking decisions on their behalf. Women are left out of ownership and inheritance rights concerning cultivable land.Duty-bearers:
Local Government Authorities (LGAs): they are the ones representing the central government at the local level. They are the owner of the land and are responsible for outlining the laws and regulations on how to allocate land and what kind of activities can be approved. They hold the power to negotiate the use of land and hence they cover a very important role for this project. LGAs also are in charge of land use plans at the local level, and where one is not in place these authorities are in charge of creating and implementing one.
Tanzania Forest Services: They are a governmental agency. They represent a regulatory authority in relation to forest management. They set the guidelines for cutting trees for carbon production, and they also have the mandate for tree plantation. Most times they argue that they lack funds to plant trees, and they have to follow their agenda.
Other Relevant Actors:
Local charismatic leaders: People who have the respect of the local population and have an influence over decision-making thanks to their reputation. They could be farmers, traditional leaders, or anyone that holds a position of respect and influence.
Vice President Office (Environmental Department): They have the decisional power over decisions regarding climate change and make environmental policies (conservation, biodiversity, adaptation and mitigation, NAPAs). They work with other governmental agencies (like the Tanzania Forest Services).
Men: They hold the traditional power in the households and are the ones that could be included for easing the process of women’s participation
