It looks like you had good discussion in your partnership. You description of partners, people affected, and sectors involved are clear.
Concerning your formulation of the development issue, you are a bit too specific. The issue seems to be road safety of motorcycle passengers. Helmet wearing is one (most likely) relevant solution to the problem. In your description, you already give a solution to the problem (Helmet wearing). Before coming to this, you should be clear about what the issue is that you need to address. This might open for other solutions to the development issue.
