It looks like you had some good discussion in your group about a possible project. You description of partners, people affected, and sectors involved are very clear.
Concerning your formulation of the development issue, you are a bit too specific in thinking a response instead of describing the area of concern itself. In your description, you already give a solution to the problem (expanding the center and providing vocational training). Before coming to this, you should be clear about what the issue is that you need to address.
