It looks like you had a good process of identifying a number of government authorites as right holders.
The list of duty bearers is a bit short. A description of characteristics of men and women would have been helpful. Who among the men and women are particular important when you talk about sutainable and just stewardship? Maybe parents, poor men, sinlge women, church groups, etc? It will be helpful to identify more specific groups before you do a stakeholder matrix.
