This learning unit is an introduction to key concepts around (a) planning mental health and psychosocial support (MHPSS) programmes (developing outcomes and indicators) and (b) monitoring and evaluating the effects of MHPSS programmes. The focus is specifically on MHPSS; it is not intended to give general guidance on monitoring and evaluation (M&E).

The reasons that strong M&E strategies are particularly important for MHPSS programmes are outlined, and what makes MHPSS M&E different. This includes a focus on the ways in which an assessment, monitoring and evaluation exercise can in itself strengthen mental health and psychosocial wellbeing. There is an emphasis on mixed methods approaches, and the reasons for this for MHPSS M&E are explored, including questions around ‘what counts as evidence?’ and whose voices are heard in the process.

The learning unit introduces participatory approaches to identifying MHPSS outcomes and indicators, and some ways of measuring change. It also includes references and links to a range of relevant resources.
